At the invitation of the Mauritian GFMD Chair 2012, ICMC continues to serve as the Coordinating Office for GFMD-related civil society activities. Working with civil society partners worldwide, the Coordinating Office has taken up the challenge to fundraise for and to help organize activities of civil society within the processes of the 2012 GFMD towards the UN High Level Dialogue on International Migration and Development in 2013 and beyond, with the following objectives:

  1. to reinforce a global civil society network of migrant rights and development leaders, to further develop and implement the recommendations made in 2011
  2. to continue forging meaningful and constructive dialogue with governments.
  3. to achieve a broader, more sustainable and multi-annual resource base, adequate to
    • expand civil society follow up and preparation capacity between GFMD meetings; and
    • increase participation of migrant, diaspora and grassroots groups and organizations from developing countries.

Civil society’s emphasis in this year’s GFMD is on deepening attention to and taking forward recommendations that governments and civil society have already made in previous GFMD meetings. The priority is on operationalizing these recommendations, with real-world mechanisms and benchmarks. Under the overarching theme “Operationalizing Protection and Human Development in International Migration”, the four GFMD Civil Society thematic focuses for 2012 are:

  1. Operationalizing a rights-based approach to labour mobility, markets and matching
  2. Operationalizing human development in international migration (with an emphasis on diaspora engagement)
  3. Operationalizing the protection of migrants and their families
  4. Operationalizing the future of migration & development governance (focussing on the 2013 UN High Level Dialogue on International Migration and Development (HLD) and the post-2015 development agenda.)

The Civil Society Activities of the Global Forum on Migration and Development (GFMD) are organized by the GFMD Civil Society Coordinating Office,
which functions under the auspices of the International Catholic Migration Commission (ICMC). The Coordinating Office works in close partnership
with a great diversity of migrant and diaspora organizations, human rights and development groups,
labour unions, and members of the academic community and the private sector.
